JMHO but the supply of precursors to fentanyl, any of these 3, ( phenethyl bromide, propionyl chloride, sodium borohydride,) plus Piperidine, are being shipped to jungle labs operated by the Mexican Cartels to be used to manufacture street grade fentanyl to be distributed to countries that are targets of "chinas-unrestricted-warfare-doctrine".

If we consider the CCP to be an enemy country, I would have to include Mexico as being a partner country to the CCP, as they are not attempting to throttle the drug Cartels.
