No mention of what exactly they're supposed to use against said 'active shooter'. Is San Jose different from their liberal cousins across the bay? Just wondering. But if the folks that are fighting back are not armed with a firearm themselves, then what are they supposed to do? Give the bad guy a mean look and wag their index fingers at them?
Not enough information in this article for me to make an honest assessment of.MOLON LABE!

You're right. Funny how I just assumed they meant using a firearm, I guess if your arm is accurate a paper weight could do the job.
Cool as a rule, but sometimes bad is bad.
