I left him out b/c he's not currently in Congress, but maybe we could open up an "All Star" category to include past Senators. Then he's definitely in the running.

And he's been an idiot for a really long time. My history with him goes back to the 1980s, reading hearings where he showed he had no clue, but I'm confident he was an idiot the whole time.
