In truth Biden can barely read the scripted stuff, and forget actually just talking.
There's a youtube ad I get for him where he's reading a prepared statement and he fumbles with it slightly. Not massively, but if that was the best take they got for a pre produced commercial, what did the other takes look like? Those things should be flawless.
