Do citizens and malcontents that live in countries ruled by barbaric autocrats, despots, dictators, etc deserve the help of the free world to rid themselves of the tyrannical leaders?

2nd question is if they do deserve such assistance why should the countries that bring about the change expect the situation to improve once the (take your pick of the adjectives above) is throttled, killed, shipped off to Borneo?

What examples can you provide to support your reasoning?
