I wish I were surprised. The "brain drain" helped build this nation, and the last few decades we've been doing everything we can to stop it. It's slow motion national suicide.
Politics ahead of country, as pure and simple as an example as you'll find given the across the board support.
That said, the GOP should have dropped the 50K offset to get it through. It was too important to worry about 50K more legal immigrants among 15 million illegals. No doubt they already bucked their anti-immigration core, and the White House needed to give a little too. Ironic for an administration that whines about bipartisanship so much.
