I since that to be the back door plan all along!

There is literally not a chance in the world that Harris, Pelosi and Schumer would commit the political suicide it would be to do that to Joe Biden. Not even a remote chance.
It would completely destroy the Democratic Party and tear it straight down the middle.
Biden is very well liked and incredibly respected by Dems across the board. And is likely to be a one term President by choice (which is why he chose Kamala).
As much as Republicans, etc talk about the "Deep State" and "the establishment" they sure as heck do not understand who has the real power in the Democratic Party.

Biden chose to have Kamala as his veep because he painted himself into a corner before realizing he didn’t have that many viable choices to fill the position.

Regarding this bill by Pelosi, it would require Senate approval plus the signature of the President. I’m not sure the bill is all that viable.
