Seems intelligence sources have told Fox that the FBI is still not on the ground in Libya. Also the WH knew within 24 hours it was a terror attack. I think there are those in the intelligence that do not like nor trust this administration. Also the intelligence community basically has a 'blind eye' in that part of the world.
