Part of the push is simply to raise ammo prices, but the bigger problem is a lack of regulatory clarity, as the NSSF mentions. The way the armor piercing ammo laws from the 80s were written it's not clear what is a legal substitute for lead ammo in some states, and even the federal additions to the GCA are iffy. A big chunk of the law in the kentucky ccdw class is on armor piercing ammo and it confuses people a lot b/c it makes it sound like hollow point ammo is illegal as "frangible ammo". In fact the way it's written the confusion is justified.

A solid copper rifle round can easily be seen as "armor piercing" under a lot of statutes, so if you ban lead bullets wrapped in copper what do they shoot? A broader law that dealt with that issue would get a lot less opposition. Done as it is now a lot of hunting groups see this as a way to box them in against those other laws and prevent or at least greatly reduce hunting as an activity. Given the animal rights views of many of the bill's supporters their concern is understandable.
