Passed at the end of WWII if I had to pick a date, but it passed long ago.

It was held back by the inability of Congress to spend on much. When this started the federal government was only to spend on projects involving all of the states. A road that only ran through 2 states was deemed an overstepping of federal bounds.

Once we allowed the federal government to start regulating and funding everything under the sun it was over.
