In 1996, was it forbidden to take photos of Cuba?

In late 1996, I flew over Cuba in route to the Cayman Islands. I am 99% sure there was an announcement as we approached Cuba not to take photographs out the airplane window.

My wife does not recall that announcement.

Anyone know if that used to be a restriction?

I did a quick Google search from my phone but didn't see anything quickly on point.
