Some of this lowlifes charges include
robbery, carrying a concealed weapon, theft, possession of heroin, possession of cocaine, recklessly endangering safety and with witness intimidation.

Of course I don't favor the police acting as judge and jury, but then don't expect they did here. Punk had a gun, a loaded gun, and was instructed by a LEO to drop it which he didn't. The dead guy is guilty of being a total dumb ass.
