it's to find the most dangerous, least agreeable, insane foreign leaders/governments on Earth, who have proven for decades an intractable dedication to work against both American interests and liberty in general, and try to get them to like us no matter what we have to give them.

So instead of the Domino Theory or Mutually Assured Destruction, we have the "Desperate for a Prom Date" foreign policy.
