... in Louisville, including a 40% increase in overdoses, 700% increase in heroin related EMS calls, 800% increase in heroin arrests and property crimes involving heroin. The blame is placed on House Bill 1 limiting pain pill mills, and taking opiate prescriptions off the streets.

I get why people sell drugs. What I don't get is why people take them. Why are people's lives so terrible that this "escape" is preferable or the best option to deal with their circumstances.
