Wow this is so my situation. Called Time warner, told her my background, she told me to reboot, I told her my background and that I already did and to please skip the tier 1 stuff, then she had the gall to ask HOW i rebooted and if I followed the right sequence.

Are you serious? She was a b**** anyway, and yes it WAS their problem in the end as I told her. I'd already traced it to the cable modem. Lots its provisioning of the fixed IP.
