DC cops looked like the Keystone Cops. They blundered by not boxing in the car correctly, then opened fire on a car speeding away into traffic, what happens if the car is loaded with explosives? KABOOM!

They then get the car stopped and shoot an unarmed lady with a baby in the car and who is suffering from postpartum depression. Why open fire initially? Anyone who has seen those pylons in DC knows they are not going to be breached by a car.
